Contingency plans compliant with post-Lubrizol regulations
Following the industrial fire at the Lubrizol plant near Rouen in 2019, all Seveso plants must now comply with new regulatory constraints, which will extend to apply to all facilities listed under French environment protection regulations (ICPE) in 2026.
The decree n°2020-1168 of September 24, 2020 published by the French Ministry of Ecological Transition seeks to more effectively protect against risks, in particular at facilities where hazardous substances are produced, stored or manipulated.
If you manage such a facility, you must include the following in your contingency plan:
- A cleaning and environmental rehabilitation procedure in the event of an accident causing environmental damage.
- Procedures to support mitigation measures taken outside the facilities.
- Procedures to take initial environmental samples.
- A training plan to prepare employees to deal with any emergency situation on site.
